CSS and Text Color options | Why not "template_css" ?

Hello,
i am using my old school english... so, it was hard for me to find the right topic words.
On first sight i was very pleased with the "simple" and "easy" options... but i wonder why there is no HEX Color field. At least it should be possible to use the default template_css file. In my opinion the most wanted default CSS styling is: like the rest of the site.

Strange, I have to select a named color! Why is this? Is it meant to be a quick-and-rough styling... and i have to override it with the module-class-suffix?
The Custom CSS field does nothing... how do i use it?

How do you a attach a external css file to a ready made webpage in frontpage? I am so used to embedding it. But I was told that would make it more complicated. What do I need to do?

Search for Cascading style sheets on Google. at top you will get your desired things. :)
